Humanitarian Affairs Council approves free education for PWDs

The National Council on Humanitarian Affairs and Poverty Reduction has approved review of the Discrimination Against Persons with Disabilities (PWDs) Prohibition Act and the provition of free education for the PWDs up to the tertiary level.

This was part of the outcome of a three-day 1st National Council on Humanitarian Affairs and Poverty Reduction held in Calabar, Cross River State, between January 27th and January 29th, 2026.

In a communique issued at the end of the Council meeting, the Council also approved the development of a comprehensive and sustainable funding framework for the N-Power Programme for submission to the Federal Executive Council (FEC), and the development of a framework for Shock-Responsive Social Protection System.”

The Council also approved the development of a National Poverty Tracking Matrix (NPTM) as a standardized national framework for monitoring poverty and vulnerability across Nigeria.

It further approved the development of an Inter-Agency coordination framework between the National Commission for Persons with Disabilities (NCPWDs) and the National Senior Citizens Centre (NSCC) to support older persons with disabilities.

Approval was also given for the initiation of a comprehensive and inclusive National Policy on Humanitarian Response and Poverty Reduction to harmonize all sub-sectoral policies.

The communique has approved the process of seeking Federal Executive Council (FEC) approval to repeal and re-enact the Policy on National Home-Grown School Feeding Programme (NHGSFP) to ensure inclusive coverage;

It equally approved quarterly coordination meetings of sector heads and key stakeholders, and the professionalization of the cadre of officers in Federal and States Ministries of Humanitarian Affairs and Poverty Reduction, to ensure staff retention, institutional memory and sustainable capacity for effective service delivery.
